How Ogwal’s Personal Resources Powered PLU’s Mobilisation Drive In Dokolo

Joseph Jones Ogwal, the Dokolo North Member of Parliament and Patriotic League of Uganda (PLU) overall coordinator for Dokolo District, has emerged as one of the key figures coordinating the group’s mobilisation activities in the district.

Ogwal, who was elected on the National Resistance Movement (NRM) ticket, has been involved in PLU activities beyond his Dokolo North constituency, including mobilisation efforts in Dokolo South, which is represented by an opposition Uganda People’s Congress (UPC) legislator.

His involvement intensified ahead of the Lango sub-region endorsement exercise for Gen. Muhoozi Kainerugaba, which was held at Mayor’s Garden in Lira City on Sunday, October 4, 2026.

Ogwal said he participated in planning meetings, contributed financially towards the event, and helped mobilise residents from across Dokolo District to attend the exercise.

He said he personally facilitated the transport of about 200 people from Dokolo to Lira City and bought endorsement books that were distributed to the district’s 14 sub-counties.

He thanked the Lango sub-region PLU coordinator, Dr. Jane Ruth Aceng Ocero, who is also the Government Chief Whip and Lira City Woman MP, as well as the Dokolo District NRM leadership, Resident District Commissioner and PLU mobilisers for their participation.

Ogwal said Dokolo did not want to remain behind other parts of the country in the endorsement exercise and urged NRM supporters and people who support the party’s programmes to sign the endorsement books distributed to the sub-counties.

The mobilisation effort involved several PLU coordinators and local mobilisers, including George Ongom Lango and Obangamara, who worked with district leaders to coordinate participation in the Lira City event.

On Tuesday, October 6, PLU officials held a consultative meeting with NRM chairpersons and PLU mobilisers from Dokolo District at De Vela Hotel in Dokolo Town Council, with several mobilizers including George Ongom Lango, Daniel Ogwal Obangamara, all in attendance and it also marked the rollout of the endorsement registers across the district.

Emanuel Ogema, from the PLU chairman’s office, said the organisation is a civic organisation operating under the NRM and had come to coordinate the registration exercise in the district. Ogema also said Ugandans have started witnessing what he described as Gen. Muhoozi’s contribution to the fight against corruption.

Dokolo District chairperson Geoffrey Opio Ekong welcomed PLU to the district and called for cooperation between NRM chairpersons and PLU mobilisers. Ekong said the organisation had come to help protect what he described as the achievements of the NRM.

Jafa Ocaya, the Assistant Resident District Commissioner of Dokolo, who represented RDC Barbra Akech, urged PLU mobilisers and NRM leaders to promote unity and avoid actions that could cause insecurity or segregation during the registration exercise.
