Alebtong, Uganda | The Deputy Resident District Commissioner (RDC) of Alebtong, Mathias Lutwama, has unveiled a detailed eight-step operational strategy for the implementation of the Parish Development Model (PDM), as guided by President Yoweri Kaguta Museveni and approved by Cabinet.
Speaking to our reporter, Lutwama said the new framework is designed to streamline the parish revolving fund, ensure accountability, and accelerate Uganda’s transition from subsistence farming to a fully monetised economy.
He emphasized that the steps were not theoretical but rather practical, structured, and intended to transform ordinary households into active participants in the national economy.
According to Lutwama, the first methodology focuses on the formation of viable enterprise groups in every village across the country.
He noted that District Production Officers and Extension Workers are tasked with leading this process, ensuring that all groups are development-oriented and economically relevant.
The second step involves the scientific profiling of loan applicants through the Management Information System (MIS).
This exercise, Lutwama said, is under the responsibility of the Parish Chiefs, who now serve as key administrative officers at the local level.
Lutwama explained that the third component covers the management of financial records and transactions via the Financial Information System (FIS).
The Commercial Development Officers are mandated to handle this process, which is critical in tracking fund usage and group performance.
In the fourth step, community transparency is prioritised.
Lutwama stated that PDM SACCO leaders must convene community meetings where names of applicants are publicly read and vetted.
This step aims to eliminate corruption, nepotism, and ghost beneficiaries.
The fifth methodology assigns the Community Development Officers (CDOs) the responsibility of working with each applying household to formulate a 3–5 year economic vision.
Lutwama said this is to ensure long-term planning and sustainable development at the household level.
Households are required to prepare formal business plans, whether in agriculture or animal husbandry, guided by trained extension workers.
Lutwama explained that this sixth step brings professionalism into rural enterprise and helps beneficiaries better manage their income-generating activities.
The seventh step introduces a legal framework, where every household must sign a loan agreement with their respective PDM SACCO, clearly detailing the terms of repayment.
This contractual obligation reinforces accountability and promotes responsible borrowing.
In the final step, funds are disbursed via the Wendi mobile wallet platform, with each approved household receiving UGX 1,004,000.
Lutwama highlighted that all withdrawal charges are prepaid by the government, underlining the commitment of the NRM manifesto to support the rural poor without imposing additional financial burdens.
Deputy RDC Lutwama reiterated that these methodologies are not just administrative steps but a national call to action.
He stated that the Parish Development Model was Uganda’s final gear in the fight against poverty and expressed confidence that, with clearly defined roles for each government official and community structure, the model was destined to succeed.
He further encouraged all district leaders, parish chiefs, SACCO heads, and technical officers to take their responsibilities seriously, stressing that the success of the programme depends on discipline, transparency, and full community engagement.
The Parish Development Model, launched in 2022, is expected to benefit more than 3.5 million households across Uganda, with the government hoping it will be the game-changer in achieving inclusive and bottom-up economic development.
