Two Officials Charged in Koboko Over Extortion of PDM Beneficiaries

Koboko, Uganda | Two individuals have been arraigned before the Koboko Chief Magistrate’s Court on charges of extorting money from Parish Development Model (PDM) beneficiaries in Midia Sub-county, Koboko District.

The suspects, Driciru Caroline, the Community Development Officer, and Ayite Sebbi Zaituni, Chairperson of the Degiba PDM SACCO, were charged with demanding money with menaces.

The arrests were carried out by the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

Investigations indicate that between 2023 and June 2025, the two, along with others still at large, conspired to solicit illegal payments from PDM beneficiaries in exchange for facilitating their access to government funds intended to boost household incomes at the parish level.

The extortion allegedly targeted members of various PDM groups in Degiba Parish, exploiting the beneficiaries’ desperation to access the much-needed government financial support.

Authorities say the case remains under investigation as efforts to apprehend additional suspects continue.
