Alebtong District Assistant Resident District Commissioner (RDC) Jimmy Okello has warned district officials against the alleged misuse of Parish Development Model (PDM) funds, cautioning that the programme is intended to help communities escape poverty.

Okello expressed concern over what he described as the alleged diversion of PDM funds to ineligible beneficiaries, including friends and relatives of some district officials. He also claimed that some government officials had registered as beneficiaries, raising concerns about the selection and accountability of those receiving the funds.

He urged officials responsible for implementing the programme to ensure that the money reaches the intended beneficiaries in accordance with government guidelines.

Okello further called on residents who have received PDM funds to use the money for its intended purpose, emphasizing that the funds are recoverable and must be repaid in line with the established guidelines.

The Assistant RDC also appealed to beneficiaries of the Uganda Women Entrepreneurship Programme (UWEP) to begin repaying the funds they received to enable other eligible women to benefit from the initiative.

He made the remarks during a radio talk show on WA FM 89.8 on saturday, where he discussed accountability, proper utilization of government funds and efforts to improve household incomes through government poverty alleviation programmes.

According to the Alebtong District PDM disbursement update as of July 31, 2026, the district had received a total of UGX 28.205 billion under the programme, with UGX 24.623 billion disbursed, representing an overall disbursement rate of 87.3 per cent.

The report also indicates that 25,094 beneficiaries had received funds across the financial years covered by the update.

Okello’s warning comes amid calls for greater accountability in the implementation of government programmes, with district officials and beneficiaries expected to ensure that public funds serve their intended purpose of improving livelihoods and reducing poverty.
