From an angle of field synopsis, corruption refers to the skilful art and science of stealing public resources, which negates the sacred interests of the masses and the nation in its entirety.
Let’s commence with the trichotomy of human resources. Every year, a minimum of 10,000 graduates from universities, tertiary, and technical institutes are passed out in Uganda’s marketplace. The majority of these are medical doctors, engineers, economists, teachers, etc., but can not access jobs through public service procedures because they lack money or don’t have god fathers and mothers.
This has birthed a generation of very frustrated millennials and Gen Zs, who now perceive Balaam as a centre of efficacy in wiping away the evil of extortion within public offices.
In the maximization of welfare state profitability, His Excellency President Yoweri Kaguta Museveni has proposed an exemption of pay as you earn (30%) for all scientists commencing financial year 2027/2028, a leverage for innovation in the market place. Unfortunately, in many cities and districts, only 40% of government workers diligently attend to service delivery, whether in the office or field, to implement the NRM manifesto needs.
For years, many districts and cities have turned into a haven of sleep, utter negligence, and arrogance exercised by the untouchable elite class. To align then, Uganda’s tactical interests of ushering everyone into the money economy, as guided by President and CDF Gen. Muhoozi Kainerugaba. Local Government needed a minister with an iron hand like Balaam Barugahara to restore sanity in terms of ethical standards, where tangible results must be achieved for every person on government pay roll.
Our justifiable consideration of gross domestic product in nominal terms, for China is 21 trillion dollars, thanks to macro economic policies by Xi Xing Ping, like the subsidizing of education for the Chinese child right from infancy. In Uganda’s context, the well celebrated Universal Primary Education (UPE) and Universal Secondary Education (USE), thanks to President Museveni, is now being abused by some greedy headteachers who connive with Inspectors of schools and district education officers to extortion money from pupils and students, in addition to chasing away those who are not in position to pay.
Ironically, these individuals go ahead to forge accountabilities of capitation grants that they receive promptly from the government. To put the point straight, Balaam’s revival campaign is a consolation to boys and girls that are sitting idly at home as a result of ill intentioned individuals sabotaging the NRM manifesto in the education sector.
In propelling the National Development Plan IV, His Excellency President Museveni has guided as well on the feasibility of the USMID program for road construction and the UGIFT program for the construction of schools and health centers in districts and cities. Unfortunately, in 100 districts and 5 cities of Uganda (out of a total of 146), accounting officers, chief finance officers and procurement officers, connive to steal money meant for construction of schools, roads and health centers.
This is why the government of Uganda, every financial year, loses 160 billion, particularly in stolen money meant to put up public service delivery facilities in districts and cities.
Many celebrated civil servants, claiming to be highly connected, yet skillfully propelling loss of taxpayers’ money in local government entities, are now being professionally streamlined by the patriotic Balaam Barugahara.
Per the doctrine of economic summation, all accolades go to His Excellency President Museveni and CDF Gen. Muhoozi Kainerugaba for nurturing young leaders that are laying a foundation for Uganda’s 21st century progress…..
