Alebtong, Uganda | Government has launched the Presidential Skilling Enterprise Fund (PSEF) in Alebtong District, in a move aimed at empowering youth and advancing the monetization of the local economy.

The fund, an initiative of His Excellency President Yoweri Kaguta Museveni under the National Development Plan IV framework, is designed to support graduates of the Presidential Skilling Hubs to transition into sustainable income-generating activities.

Speaking to our reporter on Thursday, April 2, 2026, the Deputy Resident District Commissioner, Mathias Lutwama, said that the programme would enable skilled youth to access startup capital and formalize their enterprises.

He explained that the intention of the fund was to assist all graduates of the Presidential Skilling Hubs in Alebtong to access credit financing for their businesses, while also promoting business formalization in line with the President’s guidance.

According to Lutwama, only beneficiaries who have completed training at the Presidential Skilling Hubs would qualify for the fund, adding that applicants would also be required to join the Alebtong Presidential Skilling SACCO, which has already been established to manage the process.

The fund targets seven key enterprise categories, including bricklaying, tailoring, carpentry, bakery, shoemaking, hairdressing, and welding. Beneficiaries will receive financial support specifically to acquire essential working equipment.

Under the funding structure, carpentry graduates will receive UGX 1,356,000, while those in welding will get UGX 1,115,000. Shoemaking beneficiaries are allocated UGX 998,000, bakery UGX 707,000, and hairdressing UGX 705,000. Bricklaying and construction graduates will receive UGX 309,000.

Lutwama emphasized that all funds would be disbursed directly to beneficiaries’ personal bank accounts to ensure transparency and accountability. He further noted that all applicants were required to fill application forms available at the Commercial Department at the district headquarters.

The Government has already injected UGX 50 million into the fund through State House, with assurances that more funding would be provided if the initial phase is successfully implemented.

The Presidential Skilling Programme is part of broader government efforts to equip young people with practical skills and integrate them into the money economy.
