His Royal Highness Papa Raphael Otaya Signs Landmark MoU with World Vision to Uplift Kumam Communities

Kaberamaido, Uganda – In a historic ceremony, World Vision Uganda (WVU) and Kumam Cultural Heritage (KUCH) yesterday Monday 23rd December, 2024, formalised their partnership by signing a Memorandum of Understanding (MoU) to drive sustainable socio-economic transformation in the Kumam Cluster.

The MoU, signed by His Royal Highness Papa Raphael Otaya, symbolizes a shared commitment to improving the well-being of children, families, and communities in Eastern Uganda.

KUCH, led by His Royal Highness Papa Raphael Otaya, is a cultural institution devoted to preserving Kumam traditions while fostering community progress.

Its mission is centered on mobilizing the Kumam people to uphold cultural dignity and promote socioeconomic empowerment.

Similarly, World Vision Uganda, a globally recognized humanitarian organization, is dedicated to ensuring the well-being of children through addressing poverty and injustice.

The partnership, set to run from October 2024 to September 2026, aligns the cultural preservation goals of KUCH with WVU’s mission to create lasting change in child well-being.

Core Focus Areas

The collaboration is poised to address critical areas affecting the community, including:

Child Education: Boosting primary school completion rates.

Child Protection: Advocating for children’s rights and safeguarding them against violence.

Clean Water and Sanitation: Promoting access to clean water, improved sanitation, and hygiene practices.

Environmental Conservation: Encouraging tree planting and sustainable land use.

Disaster Preparedness: Establishing early warning systems and building community resilience.


Expected Outcomes

The partnership aims to achieve significant milestones:

Strengthened community involvement in development programs.

Joint planning and implementation of community-driven projects.

Reduced instances of child violence and abuse through advocacy and education.

Increased community awareness of environmental and health challenges.

KUCH, under the leadership of His Royal Highness Papa Raphael Otaya, will use its cultural structures to mobilize communities, promote positive behavioural change, and advocate for child protection through cultural events and campaigns.

World Vision Uganda will complement these efforts by offering technical expertise, building capacity, and providing resources to improve education, child protection, and livelihoods.

WVU will also oversee the integration of development plans and ensure the implementation adheres to safeguarding standards.

The MoU reinforces a strong commitment to safeguarding children and vulnerable adults.

Both parties will implement strict policies, including thorough background checks and adherence to reporting protocols, to ensure the highest standards of safety.

Speaking during the signing ceremony, His Royal Highness Papa Raphael Otaya expressed hope for a brighter future: “This partnership is a step forward in uniting our cultural values with global development goals to uplift our communities.”

This partnership marks a significant milestone in community-driven development, blending cultural heritage with humanitarian principles.

With the combined efforts of KUCH and WVU, the Kumam region is poised to experience a transformative journey toward resilience and prosperity.
