Ogwal Omara Rallies NRM Leaders to Champion Local Representation in National Appointments

Dokolo, Uganda – Joseph Jones Ogwal Omara, the aspiring Member of Parliament for Dokolo North and the leading contender for the NRM flag, has urged party leaders in the district to begin actively identifying and mentoring qualified individuals for national administrative positions such as Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs).

Ogwal made the remarks during a well-attended consultative meeting held on April 18th at Agolowelo village, Adok Parish in Adok Sub-county.

The meeting was organized by Dr. Anna Grace Lalam, an NRM Woman MP aspirant for Dokolo District, and facilitated by Ogwal himself.

In his address, Ogwal noted that Dokolo District has remained underrepresented in key national appointments for far too long.

He said that moving forward, the district’s NRM leaders should identify individuals particularly those with diploma-level qualifications and above who can be groomed for such responsibilities.

“As NRM leaders, it is our duty to begin spotting brilliant and committed cadres in our district. These are people who can be mentored into future RDCs and RCCs. When the President visits our district, we should not be pleading for appointments we should already have competent names ready to be submitted,” Ogwal emphasized.

Ogwal further urged that identified individuals be given opportunities to speak and present themselves at public functions, as a way to sharpen their leadership skills and public speaking experience.

He said this proactive approach would build a pipeline of prepared leaders from Dokolo ready to serve the nation.

“Leadership requires visibility and confidence. Let’s provide these young cadres with platforms at gatherings and events. Through this, they will gain the exposure needed to serve in higher offices,” Ogwal added.

He reiterated that submission of potential names should be broad-based, and from that list, selection would be done depending on the number of slots available.

“We should submit as many names as possible. The final decision will depend on merit and readiness to serve,” he said.

Dr. Anna Grace Lalam, who is also seeking to hold the NRM flag for the Woman MP seat in the 2026 elections, backed Ogwal’s call.

She stated that many capable individuals from Dokolo had often been overlooked simply due to lack of mentorship and political support.

“Our people have the qualifications and the drive. All they need is the support system to push them to the next level. What Hon. Ogwal is doing is offering that platform,” Dr. Lalam said.

Ogwal Omara, who is currently the only leading contendant for the NRM flag in Dokolo North, is positioning himself as a unifier and mobilizer.
