Oyam, Uganda | Former Oyam South Member of Parliament, Issa Otto Amiza, has issued a direct ultimatum to President Yoweri Museveni and the government: create Aber District now or face a region-wide political revolt in the 2026 general elections.
In a strongly-worded campaign dubbed “No Aber, No Vote”, Otto is rallying residents of Oyam District to demand the immediate creation of Aber District.
He says all legal requirements for the new district were fulfilled over a decade ago, with resolutions passed and submitted in 2011, 2018, and again in 2023. However, government inaction has left residents frustrated.
Otto has vowed to begin mass mobilization within two weeks, launching a signature collection exercise across all sub-counties in Oyam.
The petition will be submitted directly to the President. If ignored, Otto warns the campaign will escalate into a full-scale protest movement, with coordinated action targeting the President and all leaders who oppose or delay the district’s creation.
He criticized the government’s recent decision to create three new districts and a city in the Toro region as politically selective, claiming it overlooked procedural fairness and neglected areas like Aber that have met all legal criteria.
Otto also pointed to the population and administrative burden in Oyam District, which now has more than 500,000 residents, as justification for district creation.
The former MP called on all political actors in Oyam and the wider Lango Sub-region regardless of party affiliation to support the district campaign.
He also challenged top leaders from the region, including Gender Minister Betty Amongi, Health Minister Dr. Jane Ruth Aceng, and Government Chief Whip Denis Hamson Obua, to publicly back the cause.
He emphasized that the movement is non-partisan and rooted in demands for better service delivery, infrastructure development, and local governance.
In a related development, officials in neighbouring Lira District have renewed their call for the creation of Erute District, citing similar governance challenges following the elevation of Lira City.
