Otuke District Administrative Block Construction Enters Crucial Phase 8 with UGX 284.9M Allocation

Otuke, Uganda – In a significant milestone for the development of Otuke District, Bygon Enterprises Limited-Lira has today, December 20, 2024, commenced Phase 8 of the construction of the Otuke District Local Government Administrative Block.

With UGX 284,954,660 allocated for this phase, the construction is set to focus on walling, finishes, terrazzo flooring, and the installation of doors and windows for the council hall.

The ambitious project, which began in the 2016/2017 financial year, is budgeted at UGX 3.8 billion. So far, UGX 1.6 billion has been utilized from Phase 1 through Phase 7. The phase 8 construction is expected to take five months, with completion projected for May 2025.

Speaking at the site handover ceremony, Mr. Bosco Okello Odongo, Technical Director of Bygon Enterprises Ltd, lauded the partnership between the government and his company, which began with Phase 1 of this project.

“When we started with UGX 192,186,671 during Phase 1, the idea of completing such a magnificent structure seemed like a dream. Today, we can proudly say the structure is standing strong, a testament to the quality of our work,” he said.

Bygon Enterprises has established a solid track record in delivering quality infrastructure projects, including the UGX 7 billion education faculty block at Lira University and the ongoing UGX 1 billion beautification of NUMA Grounds in Lira.

The Otuke District Engineer, Mr. Jimmy Mark Alany, emphasized the critical need to complete the council hall.

He noted the deteriorating condition of the current council hall, stating, “The ceiling of the current hall has significant cracks. We are operating under the mercy of the engineer’s advice. Once this phase is complete, the council can relocate to the new hall.”

This phase will see the completion of walling, rendering, clustering, terrazzo flooring, and the installation of doors and windows.

While some aspects, like the upper floor toilet and water tank, will remain incomplete due to funding constraints, the hall will be ready for use by March 2025.

Assistant Resident District Commissioner, Mr. Isaac Opio Opeo, praised the government’s unwavering commitment to infrastructure development.

“This is a multi-billion project, and we thank the government for championing such initiatives that bring tangible development to our communities. The new administrative block will enhance service delivery and provide a conducive working environment for the district leadership,” he remarked.

The Otuke District Local Government Administrative Block is more than a structure; it represents a decade of persistence, quality, and the shared vision of a better future for the district.

As Phase 8 begins, it serves as a reminder of the importance of investment in public infrastructure for the benefit of the community.

The ceremony concluded with stakeholders expressing optimism about the project’s timely completion and its anticipated impact on service delivery.

The government’s commitment, coupled with Bygon Enterprises’ expertise, ensures that the people of Otuke District can look forward to a state-of-the-art administrative facility in 2025.
