Katakwi, Uganda| Political tensions in Ngariam County are expected to intensify following the official declaration by Augustine Otuko, who has picked nomination forms to contest in the upcoming NRM party primaries for the Ngariam County MP seat.
His move sets up a potential rematch with the incumbent, Peter Ogwang, who also serves as Minister of State for Sports.
Otuko, a familiar face in the constituency’s political landscape, announced his intention to offer what he termed “inclusive and people-centered leadership.”
He positioned his bid as a response to what he described as an increasing culture of intimidation and division under the current leadership.
Recalling the 2021 general elections, Otuko raised concerns over what he believes were widespread irregularities, including vote rigging and voter bribery factors he claims compromised the integrity of the democratic process in Ngariam.
However, he expressed renewed optimism that recent reforms within the NRM Secretariat, particularly the digitization of the party membership and voters register, will enhance transparency and accountability in the primaries scheduled for July 16, 2025.
Otuko praised the NRM’s central leadership for embracing technology, saying the move would deter what he referred to as “undemocratic practices.”
He called on the NRM Electoral Commission to remain vigilant and to hold local party officials, particularly at the sub-county and village levels, accountable for any irregularities.
He also emphasized the need for internal party reforms, citing that the credibility of the party’s internal democratic processes is essential for maintaining public trust and building a stronger NRM at the grassroots level.
According to Otuko, the recently concluded NRM grassroots elections in Ngariam signaled a growing demand for change.
He cited high voter engagement and support for reformist candidates as signs that the community is ready for leadership rooted in unity, service, and respect for democratic values.
