UPC Revises Party Primary Dates to Include Village-Level Voters

Kampala, Uganda | The Uganda Peoples Congress (UPC) has revised its calendar for party primaries ahead of the 2026 general elections, expanding voter eligibility to include village branch executives in a move aimed at deepening grassroots participation.

The changes, announced in a press release issued by the party’s electoral commission, follow Executive Order No. 001/2025 signed by Party President Jimmy Akena.

The order mandates the inclusion of village-level leaders as part of the electorate in the selection of UPC flag bearers for both parliamentary and local government positions.

According to the revised schedule, the primaries will take place over a four-day period:

  • Friday, August 15, 2025 – A stakeholders’ engagement meeting will be held to brief participants on the revised process.

  • Saturday, August 16, 2025 – Voting will be conducted for Members of Parliament, LC V Chairpersons, City Mayors, Division City Mayors, and Municipal Mayors.

  • Sunday, August 17, 2025 – Declaration of results from the national-level positions.

  • Monday, August 18, 2025 – Primaries and announcement of results for local government positions, including District and Sub-County Councillors, Municipal/Division Councillors, and Sub-County/Division Chairpersons.

The party confirmed that all polling stations will be located at the parish level, in line with efforts to decentralize participation and streamline electoral logistics.

In the statement, Hajji Kazimbiraine Mahmoud, Chairperson of the UPC Party Electoral Commission, emphasized the party’s commitment to inclusive, fair, and transparent internal processes.

He encouraged all aspiring candidates and party members to observe the new roadmap and prepare accordingly.

The revised calendar is expected to give candidates more time to campaign, engage with the grassroots, and align with the new voting guidelines set out by the party leadership.
