Gulu, Uganda | The leadership of Arua City and Gulu City has initiated discussions on establishing a twinning partnership aimed at promoting urban development, strengthening cooperation, and enhancing the exchange of knowledge and resources between the two cities.
The development emerged on Friday after the Mayor of Arua City, Alionzi Lawrence, paid a courtesy visit to the Mayor of Gulu City, Labeja Julius Acire, at his office in Gulu.
During the meeting, the two leaders discussed a range of issues affecting urban centres in Uganda, with particular emphasis on the need for stronger collaboration among cities to improve service delivery, urban planning, and socio-economic transformation.
Alionzi congratulated Labeja upon assuming office and wished him a successful tenure at the helm of Gulu City leadership.
He said the proposed twinning cooperation between Arua and Gulu would provide an avenue for the two cities to share experiences and best practices in governance, infrastructure development, revenue mobilisation, waste management, investment promotion, and other key sectors critical to urban growth.
According to Alionzi, the partnership is also expected to strengthen institutional cooperation and create opportunities for technical exchange and joint initiatives that would benefit residents of both cities.
He noted that as rapidly growing urban centres in northern Uganda, Arua and Gulu face similar development challenges and opportunities, making collaboration necessary in finding sustainable solutions.
Labeja welcomed the initiative and commended Alionzi for the courtesy visit, describing the engagement as a significant step towards fostering unity and cooperation between the two cities.
He said many of the challenges and priorities facing Arua and Gulu are similar, adding that a strong alliance between the two cities would help them attract more development opportunities and improve the livelihoods of their people.
Labeja further stressed the importance of inter-city cooperation in promoting regional development, innovation, and economic growth.
The two leaders expressed optimism that the proposed twinning arrangement would deepen relations between Arua and Gulu while positioning the two cities as models for collaborative urban development in Uganda.
City twinning arrangements are commonly used across the world to promote partnerships between municipalities through cultural exchange, technical cooperation, economic collaboration, and sharing of administrative experiences.
The proposed partnership between Arua and Gulu comes at a time when Ugandan cities are increasingly seeking innovative approaches to address urbanisation pressures, unemployment, infrastructure gaps, and the growing demand for efficient public services.
