Otuke RDC Orders Probe into Alleged Corruption and Bribery in District Service Commission Recruitment

Otuke, Uganda – The Resident District Commissioner (RDC) of Otuke District, Abudul George, has directed the police to launch an investigation into allegations of corruption and bribery within the Otuke District Service Commission.

The probe follows multiple complaints that commission members extorted money from job applicants during the recent recruitment exercise.

In a letter dated February 25, 2025, addressed to the Officer in Charge, Criminal Investigations Department (OC CID), Otuke Central Police Station, the RDC expressed deep concern over reports that applicants were forced to pay exorbitant amounts—up to UGX 15 million—to secure government jobs.

Citing the Local Governments Act, CAP 243, and the Constitution of Uganda, Article 198(1), the RDC emphasized that the District Service Commission is responsible for appointing, promoting, disciplining, and removing local government employees.

However, the allegations suggest that the recruitment process was riddled with corruption, favoritism, and influence-peddling.

“Why must a candidate pay up to UGX 15 million shillings for a position? Where do the collectors of such a sum get the market value for purchase of such jobs? Is this not broad-day robbery?” the letter reads in part.

The RDC underscored the importance of transparent and competitive job placements, noting that a well-structured and corruption-free public service system is essential for effective service delivery under the decentralization policy.

In response to the allegations, the RDC directed the police to take immediate action through a twofold approach:
1. Open a General Inquiry File (GIF) to allow victims of the alleged extortion to record their statements.
2. Commence a full investigation into the alleged misconduct, corruption, and bribery within the District Service Commission.

The RDC’s letter was also copied to:
• The Chairperson, LCV Otuke District Local Government (ODLG)
• The District Internal Security Officer (DISO) Otuke
• The Chief Administrative Officer (CAO) Otuke
• The District Police Commander (DPC) Otuke
• The Official File

This move marks a significant step in tackling corruption in Otuke District’s public service sector, where reports of bribery in job recruitment have long been a concern.
