In the synopsis of development, war and insurgency are a field matrix for inducing economic growth deficit. His Excellency President Yoweri Kaguta Museveni continues to financially restock Lango, Teso, and Acholi war ravaged areas. The dos and don’ts of accessing the cattle restocking programme are as follows;
Guideline 1: A parish generates a register for people to benefit from the cattle restocking programme. This is referred to as the information management system. The chairperson of the Parish Development Committee ( LC2) is majory in charge of this.
Guideline 2: Access to funds must accord priority to female headed households, child headed families, persons with disabilities, elderly, former abductees, and unemployed youth.
Guideline 3: In the field selection of the above, the GISO, Parish Chief, and LC1 Chairpersons should be supervising the process.
Guideline 4: Having compiled the list on the online information management system, the Subcounty Chief will send the files to the Chief Administrative Officer (CAO) for streamlining.
Guideline 5: The District Internal Security Officer (DISO) will have to make an Intel dissection of all the files that have been submitted to the CAO and make recommendations.
Guideline 6: In the mean time, banking institutions approved by government will visit the subcounties and would assist the beneficiaries to open up personal mobile wallet accounts ( free of charge) where Shs 5 million will be deposited.
Guideline 7: The Chief Administrative Officer will then forward all the generated list of beneficiaries to the Office of the Prime Minister (OPM) for final encryption.
Guideline 8: In a sequence of a short time, beneficiaries commence receiving Shs 5 million cash on their mobile wallet (withdrawal charges already paid for by the government).
Guideline 9: As well sanctified by President Museveni, a beneficiary ought to use the money to buy 3 heifers and 2 bulls….
