Kiboga, Uganda | The Uganda Prisons Service has confirmed the fatal shooting of three people at Kiboga Prison in a shocking incident that has sent security agencies into high alert.

According to a press statement issued Monday, the violence occurred at about 10:00 am. when No. 13544 Warder Anguyo Moses allegedly opened fire on his supervisors after being cautioned for using his phone while on duty.
The three victims were killed instantly and have been identified as: Assistant Superintendent of Prisons Hope Catherine, the Deputy Officer‑in‑Charge; Principal Officer I Akishuri Bright, third in command; Ms. Ayebare Sarah, spouse of the Officer in Charge.
Regional Police spokesperson SSP Lameck Kigozi told reporters that the officers had been conducting a routine inspection when they encountered the suspect, who was reportedly on WhatsApp on his phone.
Upon being rebuked, the warder allegedly drew his firearm and opened fire, fatally wounding all three.
The service spokesperson, Frank Baine Mayanja, said Police were immediately called to the scene and secured the area as investigations commenced.
Joint security teams, including both Police and units from the Uganda People’s Defence Forces, are actively pursuing the suspect.
Although the firearm used in the shooting, along with 15 rounds of ammunition, has since been recovered, authorities revealed that the suspect fled the facility shortly after the incident and remains at large.
He is considered armed and dangerous. Witnesses reported that he escaped without clothing, prompting an intensified manhunt across the region.
Security agencies have urged members of the public to remain calm but vigilant and to report any credible information that could lead to the suspect’s arrest.
The bodies of the deceased were taken to Kiboga Hospital for post‑mortem examination.
The Uganda Prisons Service extended heartfelt condolences to the families of the deceased and pledged to keep the public informed as the investigation continues.
