Kumi, Uganda | Six health officers from Atutur Hospital in Kumi District have been arrested by the State House Health Monitoring Unit, led by Deputy Director Dr. Julian Nabatanzi, over allegations of misconduct in public health service delivery.
The arrests follow a sweeping investigation into challenges plaguing the district’s health sector. The officers were later released on bail and formally cautioned.
Dr. Nabatanzi, who is spearheading the monitoring mission, refrained from naming the suspects, citing the need to protect the integrity of ongoing investigations.
Her team uncovered multiple systemic failures, including a critical staffing gap of up to 60 percent, widespread absenteeism, lack of staff identification, and resistance to adopting digital attendance monitoring tools.
Patients reportedly walk between 5 and 10 kilometers to reach health facilities, further compounding the crisis.
The monitoring unit has since recommended the upgrading of Health Centre IIs and increased budgetary support to enable the recruitment of additional health workers.
Dr. Nabatanzi also emphasized the need for stronger community prevention efforts against diseases such as malaria, HIV/AIDS, diabetes, and sickle cell disease to ease the burden on public health facilities.
The monitoring team encouraged health workers to organize biannual community health barazas to surface local health concerns.
Despite the challenges, Dr. Nabatanzi commended several district officials, including the District Health Officer and Chief Administrative Officer, for exemplary performance under difficult conditions.
During a community dialogue organized alongside the inspection, residents voiced concerns over drug stockouts, alleged extortion, and being charged for referral documents.
Village Health Team members also raised the issue of lacking operational allowances.
Dr. Emmanuel Ongalo, the District Health Officer, linked the drug shortages to insufficient supplies from the National Medical Stores and appealed to residents to report incidents of malpractice.
Kumi Municipality MP Silas Aogon called on the community to be vocal about the issues affecting service delivery and urged the State House team to take firm action against those sabotaging healthcare.
Meanwhile, Resident District Commissioner Hussein Hudu expressed optimism that the intervention would drive reforms in Kumi’s health system.
