Alebtong, Uganda | Deputy Resident District Commissioner for Alebtong District, Mathias Lutwama, presided over a vibrant handover ceremony on Thursday, May 14, 2026, marking the exit of Chief Administrative Officer Olaboro Franco and the induction of his successor, Elly Piwang.
During the ceremony, Lutwama praised Olaboro Franco for his dedicated service, noting his timely implementation of district policies, advancement of housing projects for teachers, nurses, and midwives across schools and health facilities, and prompt disbursement of salaries, pensions, and gratuities. Franco has since been transferred to Kalaki District.
The Deputy RDC welcomed Elly Piwang, who was transferred from Soroti District, describing him as a capable administrator with proven expertise in capacity building. He urged department heads, town clerks, senior assistant secretaries, and all civil servants to support the new CAO to ensure seamless administration.
Lutwama used the occasion to remind civil servants that the overarching goal of the NRM government in Alebtong for the 2031–2036 period is full monetisation of the district’s economy. He, however, warned of persistent challenges, including misappropriation of public funds, connivance in contract execution leading to substandard works, and falsification of financial records, which compromise taxpayers’ resources.
The RDC concluded with a firm directive, emphasizing that Alebtong has entered a “season of no sleep and no corruption,” calling on all public servants to uphold accountability, transparency, and integrity in service delivery.
