Amuria, Uganda | Amuria District Council has approved a UGX 35.2 billion budget for the 2025/2026 financial year, with leaders and administrators commending the exceptional unity and calm that defined the process.

The newly approved budget places a strong emphasis on education, agriculture, and rural infrastructure.
The budget, totalling UGX 35,239,458,000, was passed on 29 May 2025 during a full council sitting chaired by District Speaker Charles Otim.
The motion was tabled by Kokas Erusu, Secretary for Finance, and seconded by Akunyo Sharon Florence, Councillor for Persons with Disabilities.
In contrast to budget sessions in other districts—often marked by tension and political disputes—the Amuria sitting was characterized by discipline and consensus.
Deputy Resident District Commissioner Jacob Jonga, who attended the session, said the council had demonstrated uncommon maturity and cooperation.
He remarked that budget processes in some districts typically experience sharp disagreements and confusion, but in Amuria, the council had instead shown civility and focused debate.
Jonga attributed the calm atmosphere to a shared development vision.
The education sector received the largest allocation of UGX 14.5 billion, nearly half of the entire budget.
The funds will be used to improve infrastructure in schools, hire additional teaching staff, and provide essential learning materials.
The production sector, which includes agriculture, was allocated UGX 1.95 billion.
The funds are earmarked for agricultural extension services, farmer training, and agro-processing activities.
The roads and engineering sector received UGX 1.46 billion for constructing and maintaining feeder roads to ease rural transport and market access.
Allocations were also made to health, water and sanitation, public administration, and community development.
District officials indicated that the budget will be financed through a mix of revenue sources: Locally Raised Revenues, Discretionary Government Transfers, Programme Conditional Grants, Other Government Transfers, and External Financing.
They noted that this blended approach is designed to provide financial stability throughout the implementation period.
While presenting the budget, Kokas Erusu said the approved allocations were a reflection of the district’s commitment to lifting the quality of life in Amuria.
He expressed confidence that the budget would drive social and economic transformation in the district.
District Chairperson Moses Emabu stated that the executive would ensure full adherence to the budget priorities.
He emphasised that all activities for the upcoming financial year would be carried out with transparency, integrity, and accountability.
Councillors called for increased engagement with local communities to strengthen monitoring of government-funded projects.
They urged the public to take an active role in reporting delays or misuse of resources, which would help foster accountability and ownership.
Departmental heads have already been instructed to align their annual work plans with the approved allocations to ensure timely and effective implementation.
District leaders are hopeful that Amuria’s proactive planning, cross-party cooperation, and clear priorities will yield meaningful improvements in education, agriculture, infrastructure, and essential public services.
