ESO Chief Ocwet Briefs Lango Paramount Chief on Museveni Visit

Kampala, Uganda | The Director of the External Security Organization (ESO), Ambassador Joseph Ocwet, has met and briefed the Lango Paramount Chief, Eng. Dr. Michael Moses Odongo Okune, on the forthcoming visit of H.E. President Yoweri Kaguta Museveni to the Lango sub-region.

Ambassador Ocwet, a senior Ugandan career diplomat and intelligence official, is playing a central role in coordinating the President’s visit, which is scheduled for 18th April 2026. The visit aims to provide an opportunity for the President to engage with local leaders and receive resolutions focused on driving socio-economic development in the region.

On Wednesday, Ambassador Joseph Ocwet held a high-level meeting in Kampala with HRH Eng. Dr. Michael Moses Odongo Okune to formally brief him on the forthcoming visit of the Fountain of Honour, H.E. President Yoweri Kaguta Museveni.

According to sources who attended the meeting, Ambassador Ocwet informed the Lango Paramount Chief that President Museveni has accepted to officiate as Chief Guest of Honour at a public lecture scheduled to take place in Lira City on 18th April 2026.

“However, he directed that the concept, planning, preparations, and attendance should not be dominated by the Lango Cultural Institution alone. We must make it inclusive for all Lango people, including cultural leaders, religious leaders, politicians, civil servants, voters, students, and the youth,” Ambassador Joseph Ocwet said.

He added that H.E. President Yoweri Kaguta Museveni will deliver a public lecture focusing on peace, unity, reconciliation, and development in Lango, as well as across Uganda.

Ambassador Ocwet further urged Lango leaders to use the forthcoming engagement as an opportunity to foster reconciliation and unity within the sub-region, emphasizing that collective cohesion is essential for driving sustainable development.

On February 28, 2026, Eng. Dr. Moses Michael Odongo Okune, the Paramount Chief of Lango, convened a high-level Peace, Unity, Reconciliation, and Development Meeting at the Lango Cultural Centre in Lira City.

The meeting brought together key leaders from across the Lango sub-region, including ministers, Members of Parliament, LC5 and LC3 chairpersons, religious leaders, and civil society actors. It aimed at fostering unity in the aftermath of the 2026 general elections and charting a new five-year development agenda for the region.

The Leaders pledged to harmonize relationships between those who won and lost in the elections, advocating for unity beyond party lines with leaders agreeing to work with the ruling National Resistance Movement (NRM) government to ensure development, with a specific focus on requesting developmental rewards in areas that voted strongly for the president.

Seven key priorities were outlined for the government, with leaders emphasizing the need for greater representation of Lango in national leadership. Among these was the call for the appointment of legislators from the sub-region to key positions such as ministers, ambassadors, and commissioners, as part of efforts to strengthen Lango’s voice in decision-making and national development processes.
