Gov’t Sets 3-Month Deadline to End Otuke-Abim Land Feud

Kampala, Uganda – In a letter dated March, 25, 2025, the Ugandan government has launched a decisive intervention to end the escalating land conflict between Otuke and Abim districts, which has fueled tensions and threatened stability in the region.

Following a high-profile visit in February, 2025, by Minister of State for Lands, Dr. Sam Mayanja, the government has set a three-month deadline to resolve the dispute and prevent further clashes. 

A joint committee, co-chaired by the RDC of Otuke and the LCV Chairperson of Abim, has been formed to determine the rightful landowners along the disputed boundary.

The State House Anti-Corruption Unit will oversee the process to ensure transparency and fairness.

In addition, the Ministry of Lands’ Department of Surveys and Mapping will carry out an official boundary demarcation exercise, with both districts contributing technical teams. 

As a long-term solution, the government has also directed that a new road be constructed along the demarcated boundary to serve as a social and economic link between the two districts.

Both Otuke and Abim have agreed to contribute funds from their road budgets, with the State House Anti-Corruption Unit overseeing the project. 

However, the neighboring Agago District has delayed its participation in a similar boundary resolution process with Abim.

Leaders from Agago have requested three months to consult before committing to the demarcation exercise.

The government has warned that unresolved land conflicts could lead to further instability, urging Agago to act swiftly. 

Meanwhile, in Lira District, unresolved land ownership battles between Lira District and Lira City have escalated.

The dispute between the Lira District Land Board and Lira City Land Board over control of land has led to tensions, boycotts and even violent evictions.

One of the most high-profile victims, MP Hon. Julius Acon, was forcibly removed from his land by police despite holding a legitimate title deed issued by the Lira District Land Board.

The government has promised urgent intervention to prevent further conflicts. 

In Mayuge District, all land-related matters have been handed over to the State House Anti-Corruption Unit for further action, particularly in implementing President Museveni’s directives regarding land use and ownership. 

The affected communities across these districts are hopeful that a lasting solution will be reached with the government now actively engaged.
