James Ocen, the Deputy Speaker of Lamwo District, has expressed concern over the delayed payments, which have exacerbated frustrations among councilors already grappling with unexplained deductions in their honoraria allowances.

The canceled meeting and delayed payments are the latest in a series of administrative and financial inefficiencies plaguing the district.
