Kaberamaido Town Council Mayor Shika Shika Idii and his deputy, Atim Anna Grace, are facing scrutiny over alleged irregularities in the selection and registration of beneficiaries under the Parish Development Model (PDM).
The allegations emerged during a community baraza held in Kaberamaido Town Council on Tuesday, September 8, 2026, where Resident District Commissioner (RDC) Godfrey Nyakahuma raised concerns over the implementation of government programmes.
According to Nyakahuma, 19 people allegedly linked to the mayor, including his two wives, appeared on PDM beneficiary lists across different wards in the town council.
The RDC said government programmes should benefit eligible members of the community and should not be treated as family affairs.
However, the allegations have not been independently verified, and it was not immediately possible to establish whether all the individuals listed were ineligible for the programme.
The mayor and his deputy reportedly did not attend the baraza. Their side of the allegations was not immediately available.
Two agents arrested
Two town agents, Enau Julius of Alem Ward and Akello Racheal Harriet, were reportedly arrested following orders from the RDC over alleged irregularities in the registration of PDM beneficiaries.
Nyakahuma said Akello was suspected of being involved in the registration of people allegedly connected to the mayor, while Enau was accused of facilitating the registration of beneficiaries who were allegedly not residents of Ararak Ward.
The two are presumed innocent until proven guilty.
The RDC also said PDM committees and individuals whose names appeared on beneficiary lists but who failed to attend the baraza had been summoned. These include members of the PDM committees in Majengo and Ararak wards.
Women raise complaints
The meeting also heard complaints from more than 10 women from Olumai Village in Aperkira Sub-county, who alleged that Mayor Shika Shika had collected their national identity cards and SIM cards after promising to facilitate their access to PDM funds.
The women told the meeting that they had not received the money despite surrendering the documents.
The allegations against the mayor remain subject to investigation.
16 arrested over programmes
Authorities said 16 people had so far been arrested in connection with alleged irregularities involving PDM and cattle-restocking programmes, with some reportedly remanded to Kaberamaido Government Prison.
The arrests and investigations are part of efforts by district authorities to establish whether beneficiaries were properly selected and whether government funds and programme resources were distributed in accordance with the guidelines.
Nyakahuma said investigations would continue before further action is taken against those found culpable.
