Dokolo, Uganda | Aspiring Member of Parliament for Dokolo North County, Joseph Jones Ogwal Omara, has continued to cement his reputation as a community-focused leader after fulfilling a pledge to improve road access in the district.

During a recent consultative meeting in Alapatar Parish, Bata Sub-county, residents appealed for intervention to ease access to essential services, citing a swampy road section linking Bata in Dokolo District to Awei Sub-county in Alebtong District.
In response, Ogwal Omara promised to provide culverts to improve the road’s usability.
On May 3, 2025, Ogwal Omara officially handed over 12 concrete culverts to residents of Abongodero village, Alapatar Parish in Bata Sub-county, Dokolo District.
The culverts are meant for installation in a swampy stretch of road approximately 250 metres long which links Bata Sub-county in Dokolo District to Awei Sub-county in Alebtong District.
The road has long been impassable during the rainy seasons, cutting off communities from markets, health services, and schools.
The affected road is a critical artery that connects Bata Health Centre to Alapatar, Ochero, and the surrounding communities in both Dokolo and Alebtong districts.
Bata Health Centre serves patients from both districts, making the road’s condition a major concern.
According to residents, the swampy section has been a major obstacle, especially for school-going children, business people, and patients seeking timely medical services.
Ogwal Omara said his intervention was strategic, aimed not only at improving access to education and healthcare, but also to support agricultural productivity and the effective implementation of the Parish Development Model (PDM).
During a previous consultative meeting in Alapitar Parish, residents expressed desperation over the abandoned state of the road, which had gone unattended for years.
According to local leaders, the people of Alapatar Parish and surrounding areas over five parishes in total had been crying out for intervention.
On Saturday, their cries turned into jubilation as the entire parish celebrated what many described as a divine response to their prayers.
Ogwal Omara, a front-runner for the NRM flag in the upcoming 2026 elections, said the donation was part of his wider commitment to grassroots development.
The aspirant also pledged to lobby for the establishment of a market in Alapatar and Apenyo if elected, citing repeated community requests.
He urged residents to support him during the NRM primaries, promising accountable and development-oriented leadership.
Peter Okuta, LCIII Chairperson of Okwalongwen Sub-county, criticized incumbent leaders for failing to honour campaign promises made in 2021.
He encouraged voters to demand accountability from those leaders.
Geoffrey Odur, LCIII Chairperson of Amwoma Sub-county, urged residents to avoid divisive politics, noting that unity remains essential after the election.
Tonny Obuku, a political assistant to Ogwal Omara, urged locals to vote massively for Ogwal Omara during the NRM primaries, describing him as a leader who has already demonstrated his ability to deliver on promises.
Obuku noted that Ogwal Omara has bigger plans for Dokolo North, and the constituency stands to benefit significantly if he is elected.
Meanwhile, William Angulu, LCI Chairperson of Abongodero, praised Ogwal Omara as a leader the people had long been waiting for.
Locals who attended the handover described Ogwal Omara as a “hidden seed” finally beginning to sprout, with many calling him the only candidate who truly understands the community’s needs because he lives among them.
Religious leaders in Bata Sub-county offered prayers for Ogwal Omara’s success, noting that his actions speak of a tested and service-oriented leader who has already made a positive impact without holding office.
His popularity continues to surge across Dokolo North spanning Adok, Agwata, Amwoma, Bata, Okwalongwen, and Dokolo sub-counties and town councils where many now see him as a transformative figure capable of ushering in meaningful development.
