Kampala, Uganda – In a significant move aimed at bolstering the effectiveness of Uganda’s legislative body, President Museveni’s ruling National Resistance Movement (NRM) Party has announced a comprehensive reshuffle of leadership across various sectoral committees in Parliament.
The changes, announced on Tuesday, July 23, 2024, are designed to enhance the efficiency and oversight capabilities of these crucial committees.
Government Chief Whip, Hon. Denis Hamson Obua, emphasized that the reshuffle is part of a broader strategy to ensure effective legislative oversight and promote good governance.
“These changes are geared towards enhancing the performance and accountability of our sectoral committees,” Obua said.
“We are confident that the new leadership will bring fresh perspectives and renewed vigor to their respective committees, ultimately contributing to the overall effectiveness of Parliament.”
Notable changes include the replacement of Budiope East MP Moses Magogo as Chairperson of the Information, Communication Technology (ICT) Committee by Hon. Tonny Ayoo (Kwania County).
Other changes include the replacement of Gomba West MP Robina Rwakoojo Gureme as Chairperson of the Legal and Parliamentary Affairs Committee and Dr. Charles Ayume (Koboko Municipality) as Chairperson of the Health Committee.
The NRM’s reshuffle is seen as a strategic move to address the multifaceted challenges facing various sectors, from health and education to ICT and environmental conservation.

Notable changes include: Budiope East MP Moses Magogo being replaced as Chairperson of the Information, Communication Technology (ICT) Committee by Hon. Tonny Ayoo (Kwania County), Gomba West MP Robina Rwakoojo Gureme being replaced as Chairperson of the Legal and Parliamentary Affairs Committee by Hon. Stephen Mugabi Baka (Bukooli County North), Dr. Charles Ayume (Koboko Municipality) being replaced as Chairperson of the Health Committee by Dr. Joseph Ruyonga (Hoima West Division), Bunyaruguru County MP John Ntamuhiira Twesigye being replaced as Chairperson of the Education Committee by Hon. James Kubeketerya (Bunya County East), Hon. James Nsaba Butuuro (Bufumbira County East) as Chairperson of the Committee on East African Community Affairs, with Hon. Shartsi Musherure (Mawogola North County) as Deputy Chairperson, Hon. James Kubeketerya (Bunya County East) as Chairperson of the Committee on Education and Sports, with Hon. Molly Asiimwe (Rwampara District Woman Representative) as Deputy Chairperson and Hon. Agnes Kunihira (Workers Representative) as Chairperson of the Committee on Gender, Labour, and Social Development, with Hon. Laura Kanushu (Representative of Persons with Disability) as Deputy Chairperson.
