Lira City – 2/7/2024 – In a show of solidarity and discontent, Boda Boda operators in Lira City took to the streets to protest the impending transfer of District Police Commander (DPC) Abel Ruganza.
The operators, who have greatly benefited from Ruganza’s leadership, praised him for his tireless efforts in maintaining peace and reducing crime in the city.
Ruganza, who has been in office for only five months, has made a significant impact on the city’s safety. He has been lauded for his dedication to arresting thieves and reducing motorcycle theft and robberies.
The Boda Boda operators, who have directly benefited from his leadership, described him as a true servant of the people.
Led by Sarah Awor Angweri, the Workers’ Representative to the Lira City Council, the operators marched to the office of the Resident City Commissioner (RCC) to present their grievances.
Angweri echoed the sentiments of the Boda Boda operators, highlighting Ruganza’s significant impact on the city’s safety and questioning the motives behind his transfer.
The operators and Angweri suspect that political figures are behind the decision to transfer Ruganza. Angweri called for an investigation into the matter and urged the Inspector General of Police (IGP) to scrutinize the frequent and seemingly arbitrary transfers of DPCs.
“We have seen five DPC transfers in just one year,” she said. “This instability is detrimental to the city’s safety and development.”
RCC Lawrence Egole addressed the gathered operators, urging them to document their grievances so he could forward them to higher authorities.
He commended the operators for their peaceful protest and encouraged them to return to work.
Egole also acknowledged the broader issues facing the Boda Boda community, including problems with motorcycle loan providers and unnecessary arrests.
Owera Juma, the Chairman of Boda Boda Operators in Lira City, raised further concerns about the treatment of operators.
He highlighted the problems associated with operators being fined and arrested when travelling outside the Lango Sub-region due to the absence of identity stickers on their motorcycles.
The Boda Boda operators are resolute in their demand for DPC Abel Ruganza to remain in his position.
Angweri warned of potential demonstrations if their grievances are not addressed, hinting at importing protest strategies from neighbouring Kenya.
“We need stability and effective leadership,” Angweri stated. “If our concerns are ignored, we will escalate our actions.”
