President Museveni Mourns Brig. Gen. Charles Oluka, Hails His Legacy

Kalaki, Uganda Uganda’s President, Yoweri Kaguta Museveni, has mourned the passing of Brig. Gen. Charles Oluka, the Director General of the Internal Security Organization (ISO), describing his death as a profound loss to the nation.

Brig. Gen. Oluka, a seasoned security officer, passed away on January 29, 2025, at a time when his leadership was strengthening Uganda’s intelligence framework.

In a heartfelt message delivered by Vice President Jessica Alupo, on the 8th February, 2025 at the funeral, President Museveni praised Oluka’s dedication, discipline and patriotism.

“It is sad that the late Brig. Gen. Charles Oluka died in the prime of his life,” Museveni stated. “He still had a lot to offer to the UPDF and Uganda at large. The country has lost a true patriot. He has done a commendable job as Director General of the Internal Security Organization.”

Museveni commended Oluka’s leadership in Uganda’s intelligence community, highlighting his efficiency and collaboration with the public.

According to the president, these qualities reflected the values of the National Resistance Army (NRA) and the Uganda People’s Defence Forces (UPDF), which regard themselves as a “pro-people army.”

“The UPDF is a guarantor of the legitimate interests of all Ugandans. Therefore, the UPDF is proud of the great legacy of Brig. Gen. Charles Oluka,” Museveni said. “We not only mourn his demise but also celebrate his contribution to the peace, stability and prosperity of Uganda and Africa.”

The president assured Oluka’s family that they are not alone in their grief. “My thoughts and prayers are with the bereaved family during this moment of loss. May the Almighty God grant you the courage and fortitude to endure. The UPDF is a big family, and you can rely on it for support, now and in the future.”

Brig. Gen. Charles Oluka was a key figure in Uganda’s intelligence and security sector.

His tenure as ISO Director General was marked by strategic intelligence reforms, ensuring that Uganda remained stable in the face of both internal and external threats.

Before assuming the role of Director General in 2020, Oluka built a reputation for his expertise in counterintelligence and security operations.

His disciplined approach earned him the trust of the UPDF leadership and government officials, solidifying his role as a pillar in Uganda’s security framework.

Under his leadership, ISO intensified intelligence-gathering efforts and cracked down on emerging security threats.

His ability to navigate complex security dynamics made him a vital asset to Uganda’s national defense.

Following his passing, several government officials, security chiefs and dignitaries paid tribute to Oluka, recognizing his exceptional service to the nation.

His Royal Highness Paul Sande Emolot, the Emorimor of Iteso Cultural Union, echoed Museveni’s sentiments, describing Oluka’s death as a great blow to Uganda’s security sector.

“He was a committed officer who always put the country first. His leadership at ISO was exemplary, and his legacy will live on,” Emorimor said.

Vicar General of Soroti Catholic Diocese, Rev. Fr. Robert Ecogu, also honored Oluka, calling him a gallant officer who served Uganda with distinction.

“We have lost a great man. Brig. Gen. Oluka was one of the finest officers in our intelligence community. His contributions to national security will not be forgotten,” Fr. Ecogu noted.

The legacy of Brig. Gen. Charles Oluka will endure in the annals of Uganda’s security history.
