Public Funds at Risk, IGG Orders Demolition of Substandard Classroom Wall in Kalungu

Kalungu, Uganda | The Inspector General of Government (IGG), Naluzze Aisha Batala, has ordered the demolition and reconstruction of a defective front wall on a newly constructed classroom block at Namwanzi Primary School in Kalungu District.

The directive followed an inspection tour conducted on February 13, 2026, during which the IGG assessed selected school projects implemented by the Kalungu District Local Government under the 2024/2025 financial year.

The visit focused on compliance with approved Bills of Quantities (BOQs), value for money, structural soundness and overall service delivery in the education sector.

During the inspection at Namwanzi Primary School, the IGG observed that the front wall of the classroom block was bending outward, raising concerns about possible structural instability.

She also noted the use of low-quality damp proof course (DPC) polythene and foundation bricks reportedly made from loam soil instead of the recommended burnt clay bricks.

Describing the defects as unacceptable, the IGG directed the District Engineer to urgently assess the structural integrity of the building and prepare a comprehensive technical report.

She further ordered that the affected wall be demolished and reconstructed in line with approved engineering standards, emphasizing that only quality burnt clay bricks must be used.

The IGG also instructed that the entire corrective process, from demolition to reconstruction, be documented with photographic and video evidence to ensure accountability.

In addition, she directed that all identified defects be fully rectified before the commencement of Phase II works.

It was also established that the project scope had been altered from renovation to new construction.

In this regard, the IGG tasked the District Engineer with preparing retrospective drawings and revised BOQs to reflect the changes and regularise the documentation.

The inspection was part of the Inspectorate of Government’s broader mandate to ensure prudent use of public funds and improve service delivery in government institutions.

The IGG also inspected projects at Kabukunge Muslim Secondary School and Kitamba Primary School.

She was accompanied by the Director of Anti-Corruption, Mr Lugolobi Robert; the Director of Ombudsman Affairs, Mr Nsakooza; the Head of the Masaka Regional Office, Mr Agaba Samuel; and the Supervisor of Strategic Partnerships and Public Relations, Mr Farouk Kayondo, among other officials.
