Kampala, Uganda | The Uganda Human Rights Commission (UHRC) has ordered the immediate release of Edward Rogers Ssebuufu, popularly known as Eddie Mutwe, who has been in military custody since April 26, 2025.
In a release order dated May 2, 2025, addressed to the Chief of Defence Forces at the Ministry of Defence and Veteran Affairs, UHRC Chairperson Hon. Mariam Wangadya stated that the Commission is satisfied that Ssebuufu is being unlawfully detained or restricted.
Quoting Article 53(2)(a) of the Constitution and Rule 31 of the Commission’s procedure rules, the directive warns that failure to release him may amount to contempt of the Commission under Article 53(1)(d).
“…This is to direct you to cause the immediate release of Edward Rogers Ssebuufu from your custody, failure of which, you may be liable for contempt…,” the release reads.
A stamp on the document shows that the Office of the Chief of Defence Forces received the order on the same day, May 2, 2025.
Eddie Mutwe, known for his association with opposition politician Robert Kyagulanyi (Bobi Wine), has previously faced multiple arrests.
His latest detention had drawn criticism from rights groups and opposition leaders, who demanded his unconditional release.
UHRC’s intervention signals renewed attention to due process and constitutional protections, particularly regarding the rights of detainees held without charge.
Efforts by NBS Television to reach Defence Ministry officials for comment on the Commission’s order were unsuccessful by press time.
