Alebtong, Uganda – Alebtong Deputy Resident District Commissioner (RDC) Mathias Lutwama, alongside Assistant RDC Ongom Lameck, has issued fresh guidelines to enhance transparency and accountability in the implementation of the Parish Development Model (PDM) in Obim Parish.
During a community engagement on March 12, 2025, Lutwama noted that the youth are the most active participants in the program, particularly in the villages of Obul, Agwenyi and Ojul, where they are engaged in piggery and goat rearing with promising results.
Lutwama acknowledged that the transparency in accessing PDM funds has improved significantly, crediting the institutional oversight by the Office of the RDC Alebtong.
This aligns with Pillar Five of the Parish Development Model, which emphasizes accountability and good governance in public fund distribution.
Given the demographic structure of Obim Parish-which consists of 1,733 households, a population of 7,620 people and spans approximately 20 kilometers-Lutwama introduced new guidelines to address concerns raised by residents.
A major issue highlighted by women during the meeting was the infiltration of outsiders who allegedly seek to exploit PDM funds intended for local beneficiaries.
To curb this, Lutwama directed that the PDM vetting committees conduct a door-to-door verification of all prospective beneficiaries.
This process will authenticate households seeking PDM funds and ensure that only legitimate residents of Obim Parish benefit from the program.
Once the household verification is completed, the vetted lists will be publicly reviewed in open village meetings to maintain transparency and community oversight.
Lutwama emphasized that these guidelines are intended to protect local residents from external exploitation and ensure equitable access to the Parish Development Model funds.
He reaffirmed the government’s commitment to empowering communities through transparent and inclusive service delivery.
