Alebtong Deputy RDC Lutwama Marks 4 Years, Takes Bold Action on Wetland Encroachment and Praises Emyooga, PDM Achievements

Alebtong, Uganda | The Deputy Resident District Commissioner of Alebtong, Mathias Lutwama, has stepped up efforts to promote environmental conservation and government wealth creation programmes through a series of community engagements across the district.

On March 24, 2026, Lutwama, accompanied by Assistant RDC Ongom Lameck and the district’s Senior Environmental Officer, sensitised residents of Onotpit Village in Anyang B Parish, Akura Subcounty on the importance of wetland preservation.

During the meeting, residents were reminded of their obligation to enforce the National Environment Act, which protects wetlands, riverbanks, and streams from degradation. The leaders cautioned against farming in gazetted wetland areas and warned that construction of structures such as schools and shops in wetlands could lead to environmental degradation, including desertification.

The community resolved to protect over 50 acres of gazetted wetlands from encroachment. However, they agreed that regulated activities such as fish farming, rice growing, and livestock rearing would be permitted under strict technical guidance from environmental authorities.

Later that afternoon, Lutwama and Ongom inspected the Moroto Persons with Disabilities (PWD) SACCO under the Emyooga Initiative in Techwau Village, Anara Parish, Aloi Subcounty.

Lutwama commended beneficiaries for effectively utilising the Shs70 million disbursed by Yoweri Kaguta Museveni, noting that members had invested in poultry keeping, goat rearing and maize growing. He also praised the SACCO’s 180 members, organised in nine associations, for their discipline in loan repayment and commitment to improving household incomes.

On March 25, Lutwama joined area leaders, including Moroto MP-elect Elem Eleo, during the 22nd commemoration of the Abia LRA War massacre.

While officiating as chief guest, he pledged to work with leaders to ensure that war survivors benefit from government programmes such as the Parish Development Model. He emphasised the need for deliberate efforts to have laws supporting the welfare of war survivors debated and passed.

Lutwama also highlighted the contribution of Abia Technical Institute in equipping learners with practical skills, particularly in science-related fields, to meet modern labour market demands.

Earlier in the week, Lutwama, together with Assistant RDC Okello Jimmy, met beneficiaries of five Parish Development Model SACCOs in Abako Subcounty during a supervisory engagement held at the subcounty headquarters.

He commended outstanding beneficiaries, including Grace Akuo, who has earned Shs1.6 million from poultry farming, and Lilly Ojal, who has realised Shs2 million from sheep rearing. He also applauded parish chiefs in Abako for their dedication and effective service delivery.

Reflecting on his leadership journey, Lutwama noted that March 27 marks four years since his appointment as Deputy RDC by President Museveni. He has since served in Kiboga, Rakai, and Alebtong districts.

He reaffirmed his commitment to serving with integrity and advancing government programmes for community transformation.
