Apac, Uganda – The Assistant Resident District Commissioner (ARDC) of Apac District, Jonal Okot, has ordered the demolition of ongoing latrine construction at Arocha Health Centre III after discovering substandard work by contractors.
Wangi General Enterprises Limited and Whimsy Limited, tasked with constructing various latrine facilities under contracts awarded by Apac Municipal Council, were found to be using bricks instead of the specified concrete blocks for building the walls of the pit latrines.
The directive followed Okot’s site inspection, prompted by a progress report submitted by the contractors on January 8, 2025.
The report had indicated adherence to the agreed-upon specifications, but Okot’s visit revealed a stark contrast, raising concerns over the quality of work.
“I cannot allow public funds to be wasted on substandard structures,” Okot stated, ordering immediate demolition and fresh construction in compliance with the contractual terms.
Okot emphasized the importance of accountability and warned the contractors of legal action if they failed to meet the required standards.
“Should the contractors ignore this directive, I will have no choice but to escalate the matter to Apac Central Police Station,” he vowed.
Efforts to reach the Apac Municipal Engineer and the contractors for comments were unsuccessful, as neither responded to calls from reporters.
The latrine construction forms part of larger development projects at Arocha Health Centre III.
Whimsy Limited was awarded a six-month contract worth UGX 1,104,293,351 to construct an Outpatient Department, General Ward, placenta pit and a drainable toilet.
Wangi General Enterprises Limited secured a 10-month contract valued at UGX 1,130,809,859 to build two twin staff houses, a triplex staff house, a medical waste pit, an incinerator, two VIP pit latrines, four stance VIP latrines and carry out external works and fencing.
The ARDC’s swift action underscores the government’s commitment to ensuring quality infrastructure development in Apac District.
