Soroti, Uganda | James Small Chemutai has today assumed office as the Acting Resident City Commissioner (RCC) of Soroti City, following the official handover from outgoing RCC Peter Pex Paak, who stepped down to contest for the Dodoth East County parliamentary seat in Kaabong District.
The handover ceremony, held at Soroti City Council Hall, was attended by city leaders, security officials, and government representatives.
Chemutai, who previously served as Deputy RCC, pledged to lead with humility and a strong focus on public service.
He noted that his leadership would be rooted in listening to the people, maintaining peace and security, and ensuring that government programs are effectively delivered to the citizens.

Peter Pex Paak reflected on his four-year tenure in Soroti with gratitude, appreciating the collaboration he received from various institutions and the community.
He stated that his next mission is to return home to Kaabong and serve his people by addressing the root causes of poverty, high school dropout rates, and malnutrition.
Paak expressed a strong desire to engage communities in peace education and promote agriculture for both income generation and household food security.
Regional Police Commander Hajji Ibrahim Saiga commended Paak for his dedicated and people-centered leadership during his time in office.
He assured Chemutai of the police force’s full support, noting that while challenges may arise, the new administration is well-positioned to uphold security and stability in the city.
Saiga added that leadership is a continuous process, and he believed Chemutai would sustain the momentum of progress established by his predecessor.
