Col (Rtd) Dr Francis Ongia (PhD): The Northern Uganda Thread

Col (Rtd) Dr Francis Ongia’s career can be read as a long, deliberate engagement with Northern Uganda—first through the lens of security, later through administration, and now through economic transformation.

Few public servants have remained as consistently invested in the region across such different phases of national life.

He joined the National Resistance Army (NRA) in 1987 and was deployed to the Directorate of Military Intelligence as field staff.

Trained in counter-intelligence, Ongia was appointed Head of Counter-Intelligence for the 5th Division in Lira in 1990, placing him at the centre of security operations in a region grappling with prolonged instability.

The experience gave him an intimate understanding of local dynamics, institutions and communities.

In 1992, he was selected for cadet training at the Royal Military Academy Sandhurst and graduated in 1993, commissioned as a Second Lieutenant.

That same year, he undertook mountain warfare training in Cyprus and Combat Life Saving with the United States’ 1st Special Forces in California, adding international exposure to his operational grounding at home.

As his career progressed, Ongia’s training increasingly reflected a shift from operations to governance.

He attended the Company Commanders’ Course at Tanzania Military Academy, Munduli (1998), Defence Resource Management training in Karen, Kenya, and the Junior Staff College in Jinja (2005).

Between 2006 and 2007, he completed the Senior Command and Staff Course at Jaji, Nigeria, earning the psc qualification.

Strategic studies followed at the Nasser Higher Military Academy in Egypt, the George C. Marshall Center in Germany, and the Netherlands Defence College.

Within the UPDF, Ongia served in roles that emphasised institutional stability—Instructor at the School of Infantry in Jinja; senior finance and audit positions at UPDF Headquarters, the Military Police, Jinja Zone and Mbarara Division; Administrative Officer at ASTU Moroto and 409 Brigade; and later Director of Personnel, Director of Administration and Director of Ex-Gratia.

He also served as UPDF Coordinator at the National Intelligence Secretariat in Kololo.

Parallel to service, Ongia pursued academic advancement.

With approval from the National Council for Higher Education, he earned a Master’s degree in Human Resource Management and completed a seven-year PhD in Management Science, specialising in Public Administration and Management.

His return to Northern Uganda in civilian-facing roles was therefore both personal and professional.

He was deployed as Operation Wealth Creation Coordinator in Amolatar and later Alebtong, working directly with local governments and farming communities.

He later served in Gulu with Gen Salim Saleh as Director of the Information Management Centre, strengthening coordination across regional programmes.

After retiring from the UPDF, Col Dr Ongia was absorbed under the Office of the President and attached to the Uganda Development Corporation.

Today, he coordinates agro-industrialisation in Northern Uganda, focusing on value addition and enterprise development as pathways to post-conflict recovery.

Viewed through the Northern Uganda thread, Col (Rtd) Dr Francis Ongia’s career comes full circle—from managing insecurity to nurturing productivity.

It is a reminder that lasting peace in the region is built not only through arms, but through institutions, opportunity and sustained presence.
