Alebtong, Uganda | A transformative week of grassroots activity unfolded in Alebtong District as government leaders intensified efforts to implement the Parish Development Model (PDM), empower newly elected local leaders, and strengthen the national identification process.

From Sunday, June 8 to Friday, June 13, 2025, a high-level team led by Deputy Resident District Commissioner (DRDC) Mathias Lutwama, Assistant RDC Okello Jimmy, and Col. Bosco Ongom, Coordinator of Operation Wealth Creation (OWC), held an extensive field orientation across Adwir Sub-county.
The engagement covered 66 villages from the parishes of Olwero, Dongpacu, and Ayumu, with a focus on PDM Pillar 7 — mindset change.
Leaders emphasized the importance of animal husbandry and crop diversification as effective pathways for economic resilience and self-sustainability.
With over UGX 900 million already disbursed to enterprise groups in the area, beneficiaries were urged to utilize the funds efficiently.
Local leaders pledged loyalty to the government’s agenda, vowing to uphold the NRM’s development vision.
DRDC Lutwama underscored that their presence in the communities was not merely to supervise passively but to ensure that every government shilling translated into tangible transformation for beneficiaries.
He stressed the need for accountability in implementing PDM programs.
In a separate effort to build political and civic leadership capacity, DRDC Lutwama joined Alebtong District NRM Chairperson Ocen Robert and the party executive to engage 395 newly elected NRM leaders from Moroto Constituency.
The session provided practical guidance on:
● Mobilizing communities to participate in government development initiatives under the National Development Plan IV.
● Promoting local harmony by addressing and mediating conflicts at the grassroots.
● Linking communities to agricultural and social welfare opportunities to elevate household incomes.
Chairperson Ocen encouraged the new leaders to act as “pillars of change” and said that they should emulate the leadership model of President Yoweri Kaguta Museveni by leading with action and service.
He urged them to view their roles not only as political representatives but also as agents of transformation.
Later in the week, DRDC Lutwama conducted a critical monitoring visit to Aloi Town Council, focusing on the performance of the National Identification and Registration Authority (NIRA).
He guided registrars on two key areas:
● Expediting daily updates to manage the rising number of residents seeking identification services.
● Ensuring proper online organization of the national register in line with data protection and national security priorities.
He told NIRA officials that efficient ID registration should not be seen merely as a technical process but as a vital national responsibility that supports planning and service delivery.
The week’s activities reflected the district’s commitment to fast-tracking socio-economic transformation and improving service delivery.
Alebtong leaders reaffirmed their dedication to the strategic direction set by the Ministry for the Presidency and President Museveni, pledging to act as true agents of change in their communities.
