Amolatar, Uganda–Etam Town Council, a rural community in northern Uganda, is up in arms over the alleged unequal distribution of development resources by district authorities. The residents, who feel marginalized and unfairly treated, are demanding a fair share of the resources to address the area’s pressing needs.
According to the budget framework, all development projects have been directed to Aputi Subcounty, leaving Etam Town Council with little to no resources to address its infrastructure, service, and economic needs. The community is concerned that this unequal distribution of resources will exacerbate the already existing disparities in the area.
“We feel marginalized and unfairly treated,” said John Okello, a community leader in Etam Town Council. “We have been left behind in terms of development, and our children are suffering because of the lack of resources in our schools.”
The community’s concerns are not unfounded. Arwot Primary School, one of the schools in the area, is in dire need of additional infrastructure to support the education of its students. The District Education Officer (DEO) has suggested the allocation of a classroom block to the school, but the community is demanding more.
“We appreciate the efforts of the DEO, but one classroom block is not enough,” said Okello. “We need more resources to address the pressing needs of our school.”
The unsuccessful effort to upgrade Otike Memorial Primary School with a budget of over 60 million shillings has also raised eyebrows in the community. Despite the significant allocation of funds, the project did not materialize, leaving the community wondering why the funds were not utilized effectively.
However, in a bid to address some of the concerns raised by the community, Etam Subcounty has allocated a budget of 10 million shillings to build a two-door toilet facility for both Etam Primary School and Anamido Primary School. While this investment is a positive development, the community is demanding more.
“We appreciate the efforts of the subcounty, but we need more resources to address our needs,” said Okello. “We are tired of being marginalized and ignored by the district authorities.”
The community’s concerns have been echoed by local leaders, who are demanding a fair share of the resources for the area. “We need to work together to ensure that our community receives the resources it deserves,” said Okello. “We will not be silenced until our demands are met.”
