Mbuya, Uganda – The Ministry of Defence and Veteran Affairs has yesterday witnessed a strategic transition in its public information leadership, as Major Bilal Katamba officially assumes office as the new Deputy Director of Defence Public Information, taking over from Colonel Deo Akiiki.
The change in command, presided over by Major General Felix Kulayigye, marks a significant shift in the Defence Public Information structure, at a time when the Uganda People’s Defence Forces (UPDF) is strengthening its communication strategy amid evolving security and national interests.
Col Deo Akiiki, who has held the position for several years, has been hailed as a transformative leader who championed transparency, efficiency, and modernization in military communication.
His ability to blend traditional defence PR with modern media engagement set a strong precedent for his successor.
Speaking at the handover ceremony, Maj Gen Kulayigye commended Col Akiiki’s service, noting that his tenure was characterized by “strategic innovation and dynamic leadership that propelled the department to new heights.”
“As a leader, you allow people to think both within and outside the box. That’s how people grow; that’s how departments grow,” Maj Gen Kulayigye emphasized, underscoring the importance of innovation in public information.
In response, Col Akiiki expressed his deep appreciation for the opportunity to serve, thanking the Defence Public Information staff, both military and civilian, for their unwavering support throughout his 22-year tenure in the department.
Stepping into the role, Major Bilal Katamba assumes responsibility for a crucial office that plays a key role in shaping the UPDF’s relationship with the public and the media.
His appointment signals a new phase of engagement, where effective communication will be pivotal in managing Uganda’s defence narrative both locally and internationally.
In his acceptance remarks, Maj Katamba acknowledged the high standards set by his predecessor and pledged to build on the achievements of the department.
“I appreciate the guidance and mentorship I have received from Maj Gen Kulayigye and Col Deo Akiiki. This office remains a pillar of defence transparency, and I will work diligently to uphold and improve the communication strategies in place,” he stated.
This transition comes at a time when the UPDF is prioritizing clear, factual, and timely information dissemination in response to modern security challenges and global media scrutiny.
With Col Akiiki now serving as the Military Assistant to the Chief of Defence Forces, Gen Muhoozi Kainerugaba, his experience will continue to shape defence policies and operations at the highest level.
The handover ceremony was attended by senior officials and staff of the Defence Public Information office, reflecting the significance of the department in national security affairs.
