Kwania District has officially welcomed a new Chief Administrative Officer (CAO), with outgoing CAO David Wamburu Wasikye urging public servants to remain committed to delivering quality services and advising his successor to maintain a good working relationship with the media.
The handover ceremony took place on July 14, 2026, at Kwania District headquarters, where Wamburu officially handed over office to Fredrick Herbert Kitutu, who has been transferred from Oyam District.
Speaking during the ceremony, Wamburu said he was honoured to have served as the fourth Chief Administrative Officer since Kwania District was established. Posted to the district in 2024, he has now been redeployed to Bunyangabu District in the same capacity.
He thanked political leaders, technical staff, and development partners for the cooperation extended to him during his tenure, noting that teamwork had enabled the district to register progress in service delivery. Wamburu also encouraged the incoming CAO to remain accessible to the public and maintain a cordial relationship with the media to enhance transparency and public accountability.
Taking over office, Kitutu pledged to work closely with both political and technical leaders to advance service delivery in Kwania. He said his experience managing more than 2,600 government employees in Oyam District had prepared him well for the assignment, adding that he is ready to build on the achievements already registered in Kwania.
Kitutu called for unity among district staff, saying collective effort would be key to achieving government programmes and improving the welfare of residents.
Kwania Resident District Commissioner Richard Arikwanga Noon urged the new CAO to embrace servant leadership by listening to the concerns of wananchi and ensuring government services reach the intended beneficiaries. He also encouraged Kitutu to remain open to learning and continuous improvement in order to effectively implement government policies and programmes.
Kwania LC5 Chairperson George Akacha Kakoma commended Wamburu for his dedication and contribution to the district’s development during his tenure. He welcomed Kitutu to Kwania and urged him to consult widely with political leaders, technical officers and communities to accelerate the district’s development agenda.
Kwania District was carved out of Apac District and has been operational since 2018. Over the past nine years, the district has continued to expand public services and implement government development programmes aimed at improving livelihoods.
