Pallisa RDC Calls for Calmness Over NRM Police Case

Pallisa, Uganda | The Resident District Commissioner (RDC) of Pallisa, Mr. Dhikusooka Magid, has cautioned the general public against interfering with investigations into alleged misappropriation of funds and abuse of office at the district NRM office.

Mr. Dhikusooka said it is a known fact that once a matter has been reported to the police or is before court, it should not be publicly discussed as this may affect the outcome of the case.

“There are some people who are trying to drag my office into this matter, either because they want me to expedite the process in their favour, which is impossible since the police are already handling the matter. Some people are recording statements, while others are on police bond. I cannot list them here as it will directly affect the case or make others go into hiding. It is also possible that some of them have personal issues with me, which I am ready to resolve, but not through blackmail,” Dhikusooka said.

Dhikusooka said that as the President’s representative in Pallisa, he is committed to ensuring that corruption, which affects service delivery, is eradicated.

“It should be noted by the general public that I am the principal complainant in this case, which was opened at Pallisa Central Police Station under reference GEF/025/26. I am going to follow up this case to its logical conclusion without fear or favour,” he said.

Dhikusooka further said there is a letter that was generated and sent to the National Chairperson of the NRM, who is also the President of the Republic of Uganda, aimed at soiling his reputation and that of the district NRM executive. The letter was reportedly authored by the chairperson of the sub-county NRM chairpersons and attached with attendance records of the 21 sub-county NRM chairpersons.

Mr. Apua David Kedi, the district NRM secretary for publicity, confirmed having seen the letter and described it as politically motivated, saying the chairpersons had been used.

Mr. Apua said it is true that sh149 million was sent for all the 498 villages in the district, with each village expected to receive sh300,000. However, it is alleged that not all the money reached the intended beneficiaries during the elections.

“Just as the RDC said, we cannot comment deeply on the matter because it is now a police case,” Apua said.

“What is wrong is trying to tarnish the image of other people by involving the names of RDC Dhikusooka, Derrick Orone and others, yet the issue is purely administrative. Instead of addressing their concerns to the Secretary General, they strayed and addressed the letter to the National Chairperson,” he added.

In a letter dated June 15, 2026, reportedly authored by Mr. Okurut Emma, the chairperson of the sub-county NRM chairpersons, concerns were raised and intervention from the National NRM Chairperson was requested.
