Police Officer Arrested Over Alleged Attempted Rape in Kole District

Kole, Uganda | Police in the North Kyoga Region have arrested a District Criminal Investigations Officer following allegations of attempted rape involving a 19-year-old student in Kole District.

According to the North Kyoga Regional Police Spokesperson, SP Patrick Jimmy Okema, the incident is alleged to have occurred on April 21, 2026 at around 1:30pm at Kole Police Barracks, where the suspect, a Deputy Assistant Superintendent of Police (D/ASP) identified as Ebong Dickens Louis, reportedly lured the victim, a Senior Five student of Akalo Comprehensive Secondary School, under the pretext of giving her a history book.

It is alleged that upon arrival, the officer paid for her boda boda fare and later led her into his residence within the barracks.

Police say he then locked the door and allegedly demanded sexual intercourse.

When the victim questioned the absence of the supposed book, the suspect reportedly claimed that another person had gone to fetch water.

Investigations further indicate that the officer allegedly pushed the victim onto a bed and attempted to sexually assault her.

The victim reports that there was inappropriate contact, though no confirmed penetration occurred.

The situation is said to have been interrupted by external noise and a phone call received by the suspect.

He allegedly dressed, concealed the victim under a bed, and locked her inside the room before she was later rescued when police officers returned to the premises.

The matter was reported later the same day at Kole Police Station at around 6:20pm by a retired Uganda People’s Defence Force (UPDF) corporal residing in Kole Town Council.

Police say the scene was visited and documented by the regional crime scene team, a sketch plan was drawn, and statements were recorded from the victim and her parents.

The victim was issued with a Police Form 3 (PF3) for medical examination, while the suspect has since been arrested and formally charged.

SP Okema said investigations are ongoing, including retrieval and analysis of the medical report, further interrogation of the suspect, and verification of the victim’s age.

Police in the North Kyoga Region condemned sexual violence and reiterated their commitment to ensuring justice, particularly in cases involving alleged abuse of authority.
