Alebtong, Uganda – Tension is building in Alebtong District as security agencies impose stringent measures ahead of Uganda Peoples Congress (UPC) President Hon. Jimmy Akena’s scheduled visit on February 22, 2025.
A security memo dated February 20, 2025, and signed by Deputy Resident District Commissioner (RDC) Mathias Lutwama, outlines a series of directives intended to regulate the political gathering.
The security guidelines include:
1. UPC must secure clearance from venue owners or managers before holding any meetings.
2. Proof of venue clearance must be presented to the Regional Police Commander.
3. Political meetings must be held in enclosed spaces such as town halls.
4. No processions, demonstrations, or incitement to violence before or after meetings.
5. Public health and safety measures must be in place at all designated meeting venues.
The memo also states that security forces in Alebtong have been placed on standby to ensure strict compliance with these regulations.
Deputy RDC Lutwama defended the measures, arguing that they are necessary for maintaining law and order.
“These guidelines are not meant to stifle political activity but to ensure that gatherings remain peaceful. We cannot allow disorder that could threaten public safety,” he said.
When asked if the restrictions infringe on constitutional rights to freedom of assembly, Lutwama insisted that political gatherings must be conducted responsibly.
“We apply these measures equally to all parties. There is no selective enforcement,” he added.
Despite Lutwama’s assurances, UPC supporters in Alebtong have expressed outrage, arguing that such restrictions are rarely applied to the ruling National Resistance Movement (NRM).
“We have seen NRM gatherings go on without these kinds of rules. Why is UPC being targeted?” questioned a local UPC mobilizer who requested anonymity.
Another supporter added, “We have the right to assemble and express our views, but these guidelines make it nearly impossible for us to organize a successful event.”
Efforts to reach the UPC Chairperson for Alebtong for an official response were unsuccessful as his phone number was unavailable.
However, party insiders suggest that UPC leadership is weighing its options on how to proceed under the new security restrictions.
Hon. Jimmy Akena is expected in Alebtong on Saturday, February 22, 2025, before proceeding to Otuke on Sunday, February 23.
His visit is seen as a key mobilization effort ahead of the upcoming elections, as UPC seeks to strengthen its grassroots support in the region.
The security directive has sparked wider debate about the balance between public safety and political freedom.
Legal experts argue that while authorities have a responsibility to maintain order, excessive restrictions could suppress democratic participation.
As the date of Akena’s visit nears, questions remain about how security agencies will handle the event and whether the same standards will be applied to all political parties moving forward.
The coming days will test the neutrality of law enforcement and the resilience of Uganda’s political opposition.
