Tension Escalates Between Dokolo Town Council and Residents Over Alleged Land Encroachment in Road Project

By Haron Okwir

Dokolo, Uganda – A heated dispute has erupted between residents of Dokolo Town Council and local leaders over ongoing road construction works, with claims that the project is encroaching on private land.

Mr. Epila Rajab, one of the affected residents, expressed deep concern, stating that the construction has entered into his land without his consent.

He called on the implementers to refill the dug area and reroute the road to its original planned path, stressing that it’s illegal to encroach on private property without due process.

Another resident, Mr. Ojumbe Francis, also raised objections – not about land encroachment per se, but the absence of a proper road reserve.

He accused the contractor of exceeding the agreed boundaries, leaving no space for future infrastructure needs or safety buffers.

Mr. Olobo Christopher, the Local Council I Chairperson of Acenryeny Cell, confirmed that complaints started emerging after construction began.

He revealed that he had to write to district authorities, who later visited the site.

Upon assessment, officials found that the issue was less severe than initially feared, suggesting it could be resolved amicably.

Town Council Engineer Mr. Charles Dickens Omara warned that the delays caused by the standoff could prompt the contractor to demand compensation for idle equipment and lost time, noting that despite the stalling, workers remain on-site.

Town Clerk Mr. Opige Bernard urged residents to embrace development rather than resist it.

He announced a community meeting scheduled for Tuesday, April 8, 2025, at the main market, where all concerns will be addressed.

Opige clarified that the Town Council has no intention of grabbing anyone’s land but emphasized the need for cooperation to allow progress.

However, community members criticized the council for poor communication, saying they are rarely informed about new developments or activities in the area, which breeds mistrust and resistance.
