Kampala, Uganda | Soroti City West MPDavid Calvin Echodu has secured a major political breakthrough after President Yoweri Kaguta Museveni appointed him Minister of State for Foreign Affairs in charge of International Affairs in the newly unveiled 2026–2031 Cabinet.
Echodu, who also serves as the National Vice Chairperson for Eastern Uganda in the ruling National Resistance Movement, emerged among the notable new faces in the Cabinet reshuffle announced on Tuesday.
His appointment is widely being interpreted as a reward for years of sustained political mobilization for the NRM and President Museveni across the Teso sub-region and eastern Uganda.
Known for his aggressive grassroots campaigns, youth outreach programmes, and empowerment initiatives, Echodu has steadily built influence within the ruling party ranks, particularly among young voters and urban communities in eastern Uganda.
Political analysts say Museveni’s decision to elevate the Soroti City West legislator reflects growing confidence in younger NRM mobilizers who have demonstrated organizational strength and loyalty to the party leadership.
Echodu’s rise from businessman and regional political mobilizer to Cabinet minister also signals the increasing political importance of Teso within the NRM establishment.
In recent years, he has played a visible role in strengthening party structures, coordinating political activities, and rallying support for government programmes across the region.
His appointment now places him at the centre of Uganda’s diplomatic and international engagement agenda under a Foreign Affairs ministry headed by Ambassador Adonia Ayebare.
The new Cabinet retained Vice President Jessica Rose Epel Alupo and Prime Minister Robinah Nabbanja, while also ushering in fresh faces and strategic redeployments in key government ministries.
Museveni’s latest reshuffle has since sparked political debate across the country, with observers closely examining regional balancing, loyalty considerations, and the rise of a new generation of NRM political actors.
For many supporters in Teso, however, Echodu’s Cabinet appointment is being celebrated as both a personal political milestone and recognition of the sub-region’s growing influence in national politics.
