Lira City, Uganda — Lira City Council has officially taken over the newly revamped Mayor’s Garden yesterday 25th November 2024, following a five-month beautification project executed by Dubai Garden Centre at a cost of UGX 834 million.
The project, completed to high standards, is being celebrated as a landmark in urban renewal and public space enhancement.
Speaking at the handover ceremony, contractor Alfred Okello attributed the project’s success to strong collaboration between Dubai Garden Centre and city officials.
He highlighted their commitment to delivering value for money, noting that an independent audit confirmed the funds were properly managed.
“We ensured the work met the expectations of both the public and the authorities. The result is a beautiful, accessible public garden that everyone can enjoy,” Okello said.
Okello dispelled rumours that the garden had been fenced off, stressing that it was designed to remain open to the public.
“This space is for everyone, without restrictions, to promote peace and inclusivity,” he clarified.
Lira City Mayor Sam Atul commended the project as a significant achievement for the city, emphasizing that it is only the first step in a larger vision for the Mayor’s Garden.
“This project isn’t just about aesthetics; it’s about transforming the space into a symbol of progress and a hub for community engagement,” Atul said.
Addressing criticism of mismanaged funds, Atul revealed that the project underwent scrutiny by the Inspector General of Government (IGG), the State House Anti-Corruption Unit and Lira Central Police’s CID.
These investigations confirmed the transparency and integrity of the project.
He added that officials from the Uganda Support to Municipal Infrastructure Development (USMID) program inspected the site and praised the work for surpassing expectations.
The newly beautified garden is expected to boost local revenue by attracting events and visitors.
Lira City East Division Town Clerk John Steven Kassada underscored its potential, saying, “This is the perfect opportunity for Lira City Council to capitalize on this new asset for revenue generation.”
Lira City Environmental Officer Leonard Otika emphasized the importance of greenery in urban spaces, stating that the garden’s lush vegetation reflects the city’s commitment to environmental sustainability.
“Our aim is to keep the Mayor’s Garden green and vibrant as a model of cleanliness and natural beauty,” Otika said.
The project has drawn praise from local leaders and government representatives.
Assistant RCC Ibrahim Mukamba applauded the Lira City Council for delivering a space that exemplifies responsible governance.
“This project showcases what can be achieved through effective leadership and collaboration,” Mukamba said.

The revitalization of Mayor’s Garden marks a turning point for public infrastructure in Lira, offering residents a well-designed, accessible space for relaxation, events, and community activities.
As a symbol of transparency and progress, the garden is poised to become a cornerstone of Lira’s urban landscape and a source of pride for its residents.
