UNEB Directs Head Teachers to Spearhead Rollout of 2026 S.3 Project Theme

Kampala, Uganda | Head teachers have been placed at the centre of implementing next year’s Senior Three project work after the Uganda National Examinations Board (UNEB) issued fresh guidance on the 2026 theme and assessment procedures.

In a circular dated February 17, signed by the UNEB Executive Director, Dan N. Odongo, the Board tasked school administrators with popularising and supervising the implementation of the 2026 project theme: “Embracing Creativity and Practical Skills for Sustainable Development of Society.”

The Board stressed that head teachers must ensure teachers and learners fully understand the theme and adhere to timelines, describing project work as critical to learners’ acquisition of practical skills and eventual certification at the end of the lower secondary cycle in 2027.

UNEB also announced that Senior Three learners of 2026 will use a revised Project Observation Checklist, now accessible on the e-registration portal under the Resources section.

Schools have been advised to familiarise themselves with the updated tool to avoid inconsistencies in assessment.

However, Senior Four candidates sitting in 2026 will continue using the Project Observation Checklist issued in 2025.

The directive underscores the growing administrative responsibility placed on school leaders under the competence-based curriculum, where continuous assessment and practical learning are central to learner evaluation.
