Man Remanded Over Forged Presidential Letter in URC Appointment Scam

Kampala, Uganda | The State House Anti-Corruption Unit (SH-ACU), in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned a man before court over alleged forgery and fraud involving a fake presidential appointment letter.

Arinda Nicholas was on Wednesday produced before the Buganda Road Chief Magistrate’s Court, where he was charged with forgery, uttering a false document, and obtaining money by false pretence.

He was remanded until March 9, 2026, pending further proceedings.

According to the prosecution, Arinda, together with another suspect still at large, fraudulently made a false document—an appointment letter dated December 4, 2024 (Ref: PO/23)—purporting to appoint Mr Nagwomu Alfred as Managing Director of the Uganda Railways Corporation (URC).

Court was told that the forged letter was falsely attributed to and purportedly signed by President Museveni, which investigators say was not authentic.

The State further alleges that the accused obtained more than Shs20 million from Nagwomu on the pretext that the money would be used to facilitate and secure the alleged appointment.

Prosecutors informed court that investigations are still ongoing, including efforts to apprehend the second suspect.

The case highlights continued efforts by the State House Anti-Corruption Unit and other law enforcement agencies to combat fraud involving forged government documents and the misuse of the President’s name to extort money from the public.
