Kampala, Uganda – The Minister of Internal Affairs, Maj. Gen. (Rtd) Kahinda Otafiire has moved to rein in what he describes as unlawful involvement of police officers in land disputes, specifically calling out the Regional Police Commander (RPC) North Kyoga, Odoka Rashid.

In a letter dated March 27, 2025, Otafiire instructed the Inspector General of Police to initiate disciplinary action against RPC Odoka for allegedly taking over a land matter at Ireda Housing Estate involving Hon. Acon Julius, the Member of Parliament for Otuke East.
Otafiire said the Police Force must restrict itself to providing security and supporting lawful enforcement orders—not acting as a land authority.
“I have always guided that Police should leave land matters to the Ministry of Lands and Courts of Law,” the Minister wrote. “Odoka Rashid has taken land matters into his hands.”
The directive highlights increasing tension between security agencies and civil authorities over boundaries of jurisdiction in land-related conflicts.
The letter was officially copied to the Minister of State for Lands and Ms. Phiona Barungi, Senior Presidential Advisor to the President, underscoring the gravity of the issue.
This latest move signals government’s intent to restore order and lawful procedure in handling sensitive land matters across the country.
