Ownership Disputes Threaten Stability of Five Schools in Oyam District

Oyam, Uganda Leadership disputes over foundation body status are sparking tensions at five schools in Oyam District, creating an unsettling environment for students, staff, and communities.

The schools Apala ‘A’ Primary School, Apala ‘B’ Primary School, Obanga Ngeo Primary School, Amati Primary School and Acaba Technical School are caught in a web of conflicting claims from Anglican and Catholic churches as well as nearby communities.

Each group seeks recognition as the rightful founder of these institutions.

District Councilor Hon. Gutenberg Ogwang, assigned by the council to investigate, revealed that the disputes are disrupting normal operations.

“The situation is serious and requires immediate attention. At Obanga Ngeo Primary School, our meeting turned chaotic, with both parties passionately arguing their case,” he reported.

Councilor Hon. Bili Otoo pointed to the historical complexity of the issue, warning that resolving these disputes would necessitate extensive research.

“History can be subjective,” he noted. “We need elders and community leaders to provide clarity and help us find common ground.”

District Chairperson Hon. Benson Dila Oyuku called for a council meeting in January 2025 to deliberate on the matter and chart a way forward.

“These conflicts do more harm than good. They breed disharmony, hinder academic performance, and stall institutional growth,” Dila said, urging the stakeholders to prioritize the schools’ future over individual claims.

As the new academic year approaches, the ongoing conflicts jeopardize the stability and development of these learning institutions.
