Kole, Uganda | A senior police officer attached to Kole District is under investigation following serious allegations involving a 19-year-old student of Akalo Comprehensive Secondary School, with multiple accounts from family members, the victim, and police officials presenting a complex and still-unfolding case.

Adong Patricia, a S.5 Arts student offering HLD/ICT, reportedly left Akalo Comprehensive Secondary School on 19 April 2026 at 4:28 pm. According to her father, Olila William, a resident of Banya Cell in Kole Town Council said that the student had recently been experiencing health challenges (tonsilitis) and was also involved in administrative follow-ups related to discrepancies in her National ID details.

Olila further states that efforts to resolve the identity issue had involved communication with relevant offices, including NIRA channels, and that the student remained in contact with individuals linked to those processes, including a police officer who resides at Kole Police Barracks.

Olila William alleges that his daughter was later contacted and asked to collect a book from the residence of D/ASP Ebong Dickens Louis, the District CID Officer attached to Kole. He claims the officer facilitated transport for the student to the police barracks.

The father further states that while returning from town council engagements, he spotted his daughter on a boda boda and became suspicious, prompting him to follow her movement to Kole Police Barracks. He alleges that the student entered the officer’s residence, where access was initially denied before the door was later opened under pressure from concerned individuals.

Adong Patricia alleges that she was lured into the officer’s residence under the pretext of collecting documents. She claims that once inside, she was threatened and intimidated, including being shown a firearm allegedly used to silence her resistance.

She further alleges that her clothing was forcibly removed and that she was subjected to non-consensual sexual acts. She states that although no visible injuries were recorded, she was deeply traumatised by the incident and fears possible health consequences. She also reports that the encounter lasted approximately 15 minutes before external intervention led to her discovery.

Preliminary medical reports referenced by Olila indicate no conclusive evidence of penetration, with only limited biological traces identified.

Investigators are expected to rely on a combination of medical, testimonial, and forensic evidence before drawing conclusions.

Olila William claims that after trailing his daughter to the barracks, he alerted local authorities, including the town council leadership and Assistant Resident District Commissioner (ARDC), Samuel Odongo. He alleges that coordinated intervention led to forced access into the officer’s residence, where the student was reportedly found inside.

North Kyoga Regional Police Spokesperson SP Patrick Jimmy Okema confirmed that investigations are ongoing into allegations of attempted sexual assault involving D/ASP Ebong Dickens Louis, the District CID Officer attached to Kole District.

Police reports indicate that the incident is alleged to have occurred on 21 April 2026 at around 13:30 hours, when the officer reportedly invited the student to his residence under the pretext of collecting a book. It is further alleged that once inside, the door was locked, and sexual demands were made, though penetration was not confirmed, with the situation reportedly interrupted before completion.

Police further confirmed that the case was first reported by a retired UPDF officer, prompting immediate action including scene visits, statement recording, issuance of medical examination forms, arrest of the suspect, and formal investigation procedures.

Assistant Resident District Commissioner Samuel Odongo is reported to have intervened after being alerted by the victim’s father. He described the officer as uncooperative during initial engagement and confirmed that the matter was escalated to senior security authorities.

Following internal coordination, the suspect was handed over to officers of the North Kyoga Region and taken into custody pending further investigation.

Police have urged calm and caution as the matter proceeds through formal investigative channels, emphasizing that all parties remain subject to the law and that final conclusions will depend on evidence yet to be fully established.
