Serere Health Centre IV to Be Upgraded to Community Hospital Under New Health Plan

Serere, Uganda – Serere District is set to benefit from a major healthcare upgrade, as the Ministry of Health has announced plans to elevate Serere Health Centre IV into a Community Hospital, with the potential for further transformation into a General Hospital.

In a letter dated March 24, 2025, addressed to the Chief Administrative Officer (CAO) of Serere District, Dr. Diana Atwine, the Permanent Secretary of the Ministry of Health, confirmed that the government’s Uganda Essential Health Care Package 2024 includes a national plan to expand healthcare services.

Her response followed an earlier request from the Serere CAO, written on January 15, 2025, seeking the facility’s upgrade to better serve the district’s growing population.

Dr. Atwine assured local authorities that, under the new health package, all Health Centre IVs across Uganda would be converted into Community Hospitals, addressing Serere’s longstanding healthcare challenges.

Dr. Atwine further explained that, depending on demand and successful implementation, the Community Hospital model could pave the way for its eventual elevation to a General Hospital in accordance with the new Health Policy.

The upgrade comes as a relief to Serere residents, who have for years demanded improved healthcare services and expressed frustration over delayed government promises.

Since 2012, Serere District leaders have repeatedly lobbied for the elevation of its main health facility, citing a rising population and overburdened services.

With an estimated 343,700 people, the district far exceeds the capacity of a Health Centre IV, which is designed to serve 100,000 people. This has led to overcrowding, inadequate resources, and staff shortages.

Dr. Francis Odeke, the District Health Officer, previously reported that the facility receives about 200 patients daily, stretching its resources to the limit. Efforts to expand the facility, such as the 2016 construction of a General Ward, have faced setbacks due to limited funding.

The Ministry’s commitment to upgrading Serere Health Centre IV signals a major step forward in addressing these long-standing healthcare gaps.

Serere residents and local leaders hope for swift implementation, ensuring that quality healthcare services reach the growing population.
